Then who's problem is it? Some of these car companies are coming with ideas that they don't think through e.g. the 'cash for clunker deal'

General Motors is now Gov. Motors and as we know the Gov. is not responsible for any of it's novel ideas they just walk away and claim there is no funding for that program.
